City of Americus, Georgia

The county seat of Sumter County, presented through its own audited financial statements — not a budget, not a forecast, and not a current-year report. This is the city dashboard, not the Sumter County dashboard.

Dated basis — read this first: every figure on this page comes from the City's audited Annual Comprehensive Financial Report for the fiscal year ended December 31, 2023. Americus reports on a calendar fiscal year, so this ACFR covers the year ended December 31, 2023 — not June 30. Figures from the FY2023 audit — the most recent verified audit available; newer figures were not verifiable. Do not read these figures as current: no newer budget or audit was verifiable, and no FY2024, FY2025, or FY2026 figure is used anywhere on this page. One more basis note: the City PDF's embedded text layer is scrambled, so the figures here were read from the document's rendered pages and every one passed its arithmetic sum-check before publishing. Figures the audit does not support are left out, not estimated.

Overview

Americus closed the fiscal year ended December 31, 2023 with a total net position of $46,362,516 on total assets of $83,409,205. The General Fund drew down during the year: it took in $12,202,070 and spent $15,374,740, and other financing sources of $2,621,124 covered part of the gap, leaving a net decrease of $551,546 and an ending balance of $3,845,087. The governmental funds as a whole moved the other way — a net increase of $1,097,544, to an ending balance of $12,050,890 — because the funds beyond the General Fund gained more than the General Fund lost.

The City's long-term liabilities total $28,020,938 on the broad measure the ACFR's MD&A Table 8 uses — that total includes pension, landfill, and compensated-absence liabilities alongside bonds and other borrowing, so it is not a bonds-only debt figure. Capital assets, net of depreciation, stand at $50,172,277.

Net position — December 31, 2023

Net position is what remains after liabilities and deferred inflows are subtracted from assets and deferred outflows. Each column below sums exactly to its total, and "—" means no amount in that activity.

Accounting identity, city total: assets $83,409,205 + deferred outflows $1,467,073 − liabilities $37,909,231 − deferred inflows $604,531 = net position $46,362,516. The governmental column sums as $21,808,720 + $1,171,534 + $7,220,752 + $1,391,563 = $31,592,569; the business-type column as $10,034,652 + $1,471,000 + $3,264,295 = $14,769,947.

General Fund — FY2023

The General Fund is the City's chief operating fund. In FY2023 it spent more than it took in, and other financing sources covered only part of the gap, so the fund balance fell.

ItemAmount
Beginning balance, Jan 1, 2023$4,396,633
Revenues$12,202,070
Expenditures$15,374,740
Excess (deficiency) of revenues over expenditures$(3,172,670)
Other financing sources, net$2,621,124
Net change in fund balance$(551,546)
Ending balance, Dec 31, 2023$3,845,087

Walk check: $12,202,070 − $15,374,740 = $(3,172,670); $(3,172,670) + $2,621,124 = $(551,546); $4,396,633 − $551,546 = $3,845,087. No revenue-by-source or expenditure-by-function detail is shown here: the visual read verified the totals above, and detail that was not sum-checked was left out rather than estimated.

All governmental funds — FY2023

Across all governmental funds combined, the City spent more than it took in during FY2023, but other financing sources more than covered the shortfall, so total fund balances grew.

ItemAmount
Total revenues$15,196,248
Total expenditures$16,059,076
Excess (deficiency) of revenues over expenditures$(862,828)
Total other financing sources$1,960,372
Net change in fund balances$1,097,544
Fund balances, Jan 1, 2023$10,953,346
Fund balances, Dec 31, 2023$12,050,890

Walk check: $15,196,248 − $16,059,076 = $(862,828); $(862,828) + $1,960,372 = $1,097,544; $10,953,346 + $1,097,544 = $12,050,890. That ending balance is the General Fund's $3,845,087 plus $8,205,803 in other governmental funds combined; the individual fund-by-fund split beyond the General Fund was not verified from the visual read, so it is not broken out here.

General Fund budget vs. actual — FY2023

The adopted budget was not amended during the year: original budget equals final budget for both revenues and expenditures. Actual results missed the budget on both sides — revenues fell short while spending ran over — turning a budgeted $7,062 gain into an actual $551,546 decrease, a $558,608 swing.

ItemBudgetActualVariance
Revenues$12,315,953$12,202,070$(113,883)
Expenditures$14,940,541$15,374,740$434,199 over
Other financing sources (uses), net$2,631,650$2,621,124$(10,526)
Net change in fund balance$7,062$(551,546)$(558,608)
Fund balance, Jan 1, 2023$4,396,633$4,396,633—
Fund balance, Dec 31, 2023$4,403,695$3,845,087$(558,608)

Variance means actual minus budget, except expenditures, where the $434,199 figure marks spending above budget. Budget walk: $12,315,953 − $14,940,541 + $2,631,650 = $7,062, and $4,396,633 + $7,062 = $4,403,695. Actual walk: $12,202,070 − $15,374,740 + $2,621,124 = $(551,546), and $4,396,633 − $551,546 = $3,845,087.

Financed purchases$1,081,997
Revenue bonds payable$17,223,323
Landfill post-closure care costs$492,870

Net pension liability$4,337,282
Compensated absences$603,377
Total long-term liabilities$28,020,938

Table 8 caution: in MD&A Table 8, the business-type FY2023 lines for financed purchases and net pension liability appear transposed relative to the two separate lines on the Statement of Net Position. The totals above are unaffected, and no business-type breakout for those two lines is reported here for that reason — only the city-total components, which sum exactly to $28,020,938.

Sources & notes

  • Only source used: City of Americus, Georgia, Annual Comprehensive Financial Report for the fiscal year ended December 31, 2023 (audited; city PDF). Read the ACFR (PDF, City of Americus site).
  • Dated basis, repeated: Figures from the FY2023 audit — the most recent verified audit available; newer figures were not verifiable. No FY2024, FY2025, or FY2026 figure appears on this page, and nothing here should be read as the City's current financial position.
  • How the figures were read: the City PDF's embedded text layer is scrambled, so the figures on this page were read from the document's rendered pages and every figure passed its arithmetic sum-check before publishing. No figure comes from text extraction, another year, or another document.
  • Table 8 caution, repeated: the business-type FY2023 financed-purchases and net-pension-liability lines in MD&A Table 8 appear transposed relative to the Statement of Net Position; no business-type breakout for those two lines is reported, and the $28,020,938 total is unaffected.
  • Not used: no other document. No figure on this page comes from any budget, later audit, or estimate. The MSRB-hosted copy of an Americus ACFR was checked and rejected: it covers calendar year 2022, not fiscal year 2023.
  • Sum checks: every breakdown table on this page was added up before publishing; each shown total equals the sum of its shown parts, including the net-position columns, the fund-balance walks, the budget-to-actual comparison, and the capital-asset and long-term-liability totals.
  • What is missing: this page has no current-year budget, no FY2024 or later actuals, no revenue-by-source or expenditure-by-function detail (totals only — detail was not sum-checked), no fund-by-fund split beyond the General Fund plus other governmental funds combined, and no population, staffing, or service-level figures — the verified figures do not supply them, and none were invented. A newer verified document would be needed to update this dashboard.
  • City palette: no City of Americus color evidence was on file (city palette recorded as no-color-evidence), so this page uses the neutral Peach State Pulse dark-glass theme rather than a city color.
